A (Thanks to RallyDarkstrike in the Ubuntu Forums) It was the battery! During one of my Google searches, I came across a short post that said sometimes certain brands have their BIOS lock the processor at a lower speed when the power cable isn't charging correctly or the battery is below a certain charge. I shut it down, removed the battery, plugged it in on A/C only, booted it back up, and voila! Low and behold, CPU scaling is working perfectly on demand! | A (Thanks to RallyDarkstrike in the Ubuntu Forums) It was the battery!
