The open source software migration project of Eyüpsultan Municipality started in 2015. All users were trained in GNU/Pardus Linux and Libreoffice, and installed open source Libreoffice software instead of the licensed Office software on their computers. Therefore, the problems experienced in the migration of the operating system have been softened. In parallel with this situation, there have been two major changes in IT infrastructure. One of these was the enterprise email system, ported to the open source Zimbra email server. Another is that our corporate governance application has started to use open source postgresql as a database. In 2016, GNU / Pardus Linux and Libreoffice training was repeated and GNU/Pardus Linux was installed on the computers of those who passed the exam at the end of the training. Thus, the migration of the operating system began.Those who fail the exam are re-educated, then GNU / Pardus Linux operating systems were installed and continued to operate.
Le projet de migration vers les logiciels Open Source de la municipalité de Eyüpsultan a commencé en 2015.
Tous les utilisateurs étaient formés à GNU/Pardus Linux et LibreOffice ; ils ont installé le logiciel Open Source sur leurs ordinateurs à la place du logiciel Office, sous licence. Ainsi, les problèmes rencontrés lors de la migration du système d'exploitation ont été adoucis.
Parallèlement, il y a eu deux changements majeurs dans l'infrastructure informatique. L'un était le système de courriels dans l'entreprise, qui a été porté sur le serveur de mails Open Source Zimbra. Et l'autre était que notre application de gouvernance du groupe a commencé à utiliser postgresql, qui est Open Source, comme base de données.
En 2016, nous avons répété la formation sur GNU/Pardus Linux et LibreOffice et GNU/Pardus Linux a été installé sur les ordinateurs de ceux qui ont réussi l'examen de fin de formation.
C'est de cette façon-là que la migration du système d'exploitation a commencé. Ceux qui ont échoué à l'examen devaient suivre un autre cours de formation, puis le système d'exploitation GNU/Pardus Linux a été installé et utilisé par ce dernier groupe.
As it has been noticed, necessary training has been provided throughout the open source migration project and they have been checked to see if the training produced the necessary effect. My personal opinion is that, for the open source migration project in Eyüpsultan Municipality, the main reason for its success is regular training. As Eyüpsultan municipality, we have always cared about this issue and we have prevented it from being overlooked or forgotten by taking part in the project plan. I want to briefly talk about the Project steps: • Analysis • Planning • ISO • Test • Pilot • Production The steps I mentioned will be familiar to many people. I want to draw attention to the two points that made this project successful in Eyüpsultan Municipality.
Comme souligné, la formation nécessaire a été fournie au cours du projet de migration vers l'Open Source et les employés devaient réussir un examen pour vérifier que la formation a eu l'effet nécessaire.
À mon avis, la raison principale du succès du projet de migration vers l'Open Source dans la municipalité de Eyüpsultan est la formation régulière.
En tant que municipalité de Eyüpsultan, cette question nous préoccupe depuis toujours et nous avons empêché son oubli ou sa négligence en participant au plan du projet.
Je voudrais brièvement parler des étapes du projet :

Les étapes mentionnées seront familières à beaucoup de gens, mais je voudrais souligner les deux éléments qui ont contribué le plus à la réussite du projet dans la municipalité de Eyüpsultan.
One of these is the analysis step. We didn't just do technical analysis at this step, we did psychological analysis at the same time. So, by talking to people, we actually tried to find out their anxiety points. Our conclusion was the fear of an “encounter with the unknown”. Therefore, if you are unable to calm this fear, the rate of resistance to change will rise, even if you have management support behind you. After we realized this, we started to discuss how we could overcome this situation, and the result of this discussion was to put an interface in front of the user that he would recognize. With our research, we found a Windows theme and turned it into the default window manager of the GNU/Pardus Linux operating system. The reaction we got on the first day of training was amazing, which I still smile when I think about it. The second step I'm going to talk about is ISO; ISO means the creation of an image file.
L'une est l'étape d'analyse.
Au cours de cette étape, nous n'avons pas fait qu'une analyse technique, nous avons fait une analyse psychologique en même temps. Au cours de cette analyse, en parlant aux gens, nous avons en fait essayé de cerner ce qui les rendait anxieux. Notre conclusion était la peur d'une « rencontre avec l'inconnu ». Si vous ne pouvez pas atténuer votre peur, le taux de résistance au changement croîtra, même si vous avez le support du management.
Après nous être rendu compte de cela, nous avons commencé à discuter des solutions possibles pour surmonter cette situation. Le résultat de ces discussions était de mettre une interface familière devant l'utilisateur. En cherchant, nous avons trouvé un thème Windows et l'avons transformé en gestionnaire de fenêtres par défaut du système d'exploitation de GNU/Pardus Linux.
La réaction que nous avons obtenue le premier jour de la formation était étonnante et, aujourd'hui encore, je souris chaque fois que j'y pense.
La deuxième étape dont je vais parler est celle de l'ISO, autrement dit la création d'un fichier image.
Yes, the GNU / Pardus Linux operating system has an ISO that you can download and install, but there are many applications that you will not need in that image file. When the installation is finished, removing unnecessary applications and installing your own enterprise applications will be a waste of time. To compensate for this loss of time, we have reconfigured the GNU/Pardus Linux ISO to include our own enterprise applications. This reduced the installation time to 15 minutes, and by the end of the installation, enterprise applications were ready for use. Once the project matured, management and monitoring requirements occurred. We installed the Lider/Ahenk server to manage GNU/Pardus Linux clients. To monitor servers and clients, we installed the open source Zabbix application. So we tried to ensure that the migration project was manageable and sustainable. At this point, hundreds of pardus clients can be updated from a single point, remote support can be given and policies can be implemented, and problems can be detected early with alarms from Zabbix, and precautions taken. As Eyüpsultan municipality, we consider this project as a social responsibility project. We are trying to create awareness by pioneering the use of the GNU/Pardus Linux operating system in public institutions in Turkey. I am proud to be a part of such a project. C'est vrai que le système d'exploitation GNU/Pardus Linux a une ISO que vous pouvez télécharger et installer, mais ce fichier image contient de nombreuses applications dont vous n'aurez pas besoin. Quand l'installation est terminée, la suppression des applications inutiles et l'installation des applications de l'entreprise constitueront une perte de temps.
Pour compenser cette perte de temps nous avons reconfiguré l'ISO de GNU/Pardus Linux pour inclure les applications propres à l'entreprise. Ainsi, le temps d'installation a été réduit à 15 minutes et, à la fin de l'installation, les applications de l'entreprise étaient prêtes à être utilisées.
Quand le projet est venu à maturation, nous avions besoin de logiciels de gestion et de surveillance.
Nous avons installé le serveur Lider/Ahenk pour la gestion des clients de GNU/Parus Linux. Pour surveiller les serveurs et les clients, nous avons installé l'application Open Source Zabbix.
Ainsi, nous avons essayé d'assurer le gestion et la viabilité du projet de migration. À ce stade, des centaines de clients Pardus peuvent être mis à jour à partir d'un seul point et on peut apporter de l'aide à distance. Des règles peuvent être implémentées et les problèmes sont détectés de façon précoce avec des alarmes venant de Zabbix pour que nous puissions prendre des précautions.
En tant que municipalité de Eyüpsultan, nous considérons que ce projet est un projet de responsabilité sociale. Nous essayons d'en sensibiliser d'autres en étant les pionniers de l'utilisation du système d'exploitation GNU/Pardus Linux dans des institutions publiques en Turquie.
